In a pressure cooker, heat a little oil and brown the oxtail on both sides. Add the onion, garlic, tomato, bell pepper and carrot and sauté for a few minutes until the vegetables are lightly browned. Season with salt and pepper and add the bay leaves. Cover ingredients with hot water, close pressure cooker and cook for about 40 minutes after cooking, or until meat is very tender and falling apart. After cooking, remove the oxtail from the casserole and set aside.
In a skillet, heat a little oil and brown the oxtail on both sides for extra flavor. Remove the oxtail from the pan and serve immediately, along with the sauce obtained from the pressure cooker.
